Can't turn off e-card for users

I cannot get the e-card to turn off for anonymous and guest users.
I have turned it off in group settings for everyone but superusers and members but if the check box is enabled under the e-card tab it is visible and available for anyone to use. Anyone have any ideas? I used Web install, if i do a reinstall will it wipe out my pictures? Or which files can I upload to cove a reinstall of the needed items without wiping out my settings?
