Fatal error: main(): Failed opening required

All the sudden I am getting a fatal error:main(): Failed opening required 'lang/en_utf8.php' (include_path='.:/usr/local/lib/php' in /home/content/blahblah/php/language.php on line 7

This happens when I click on a menu item, which opens a folder and displays thumbnails. The thumbnails do not display, and I am getting this error instead. It has never not worked, I was not editing any php files at the time, although I was looking around in directories for jpgs to edit.

I am 98% done with this website I have been working on for several months, and now this happens.

Any suggestions?
